class=\"rich_media_content\"\u003e\u003cp\u003e12�日，中共中央政策研究室原副主任郑新立在《学习时报》发表署名文章《经济增长要保持在合理区间》。全文如下：\u003c/p\u003e\u003cp\u003e《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》（以下简称《建议》）指出，“十五五”时期是基本实现社会主义现代化夯实基础、全面发力的关键时期，要推动经济实现质的有效提升和量的合理增长。把握好经济增长速度与质量的关系，通过深化改革充分释放经济增长潜力，\u003c!--AIPOS_0--\u003e把社会资金引导到构建现代化产业体系上来，是确保未年经济持续高质量发展的重要举措。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e\u003c!--AIPOS_1--\u003e基本实现现代化目标需要保持经济合理增长\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e“十五五”时期，保持经济的合理增长速度至关重要。《建议》提出，�年实现我国经济实力、科技实力、国防实力、综合国力和国际影响力大幅跃升，人均国内生产总值达到中等发达国家水平，人民生活更加幸福美好，基本实现社会主义现代化。实现这些宏伟目标，要求经济增长必须保持一定的速度。中等发达国家人均\u003c!--VERTICAL_CARD_BEGIN_0--\u003eGDP\u003c!--VERTICAL_CARD_END_0--\u003e目前万——4万美元之间，2万美元为最低门槛，�年门槛还会提高。2024年，我国人均GDP按年均汇率折算�美元。�年，假设人民币对美元汇率不变，年均经济增长速度达.5%——5%，届时我国人均GDP可达.2万——2.3万美元。随着我国出口结构由劳动、资源密集型为主向技术、知识、资本密集型为主转变，对人民币汇率升值的承受力增强，人民币市场汇率向实际购买力升值是必然趋势。设�年人民币对美元汇率𰹊∶1，届时我国人均GDP可.6万——2.8万美元。\u003cstrong\u003e未年，经济增长速度保持%左右，可�年人均GDP达到中等发达国家水平打下坚实基础。\u003c!--AI_AD_1000--\u003e\u003c/strong\u003e\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e“十五五”时期年均经济增长速度达%左右是完全有条件的。一是人民对美好生活的追求将转化为巨大的需求潜力，解决城乡、区域之间发展不平衡不充分问题，将释放强大的发展动能。据世界银行数据，2024年全球人均GDP约�美元，我国人均GDP刚刚接近世界平均水平，发展潜力巨大。二是改革开放以来我国工业化、城镇化虽然取得重大进展，但与发达国家相比还有差距。农业的现代化滞后，农业劳动力占全社会从业人员的比重仍高�%，制约农业劳动生产率的提高。常住人口的城镇化率虽然已�%，但户籍人口的城镇化率仅�%，城市消费能力还有较大提升空间。加快农业现代化，提高户籍人口城镇化率，将释放出巨大需求潜力。三是我国储蓄率仍保持在高水平。据国家统计局数据，2024年国内总储蓄率�.5%，远超发达国家和大多数新兴经济体，可以支持投资的持续增长，保持适度的经济增长速度。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e\u003cstrong\u003e\u003c!--AIPOS_2--\u003e正确把握经济增长速度与质量的辩证关系\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e把握好经济增长速度与经济增长质量的关系，是“十五五”时期宏观调控必须高度重视、妥善处理的问题。速度与质量是对立统一的辩证关系，两者之间既相互依存又相互排斥。经济增长必须在质的有效提升的前提下实现，经济质量的提升应当体现在经济价值量的增长上，能够更多更好地满足人民日益增长的美好生活需要。质和量是不可分离、相互促进的。不能因为注重质量的提升，忽视保持合理增长速度的必要性；要通过质的有效提升实现量的合理增长，在促进量的增长中注重质的提升。\u003c/p\u003e\u003cp\u003e当前，提升经济增长质量的着力点，首先，要在经济增长中更大改善民生，在满足民生需求中拓展发展空间。经济增长要集中体现在人民日益增长的美好生活需要不断得到满足，获得感幸福感安全感不断增强。具体说，就是要使城乡居民的收入水平有一个较快提高，增强居民消费的支付能力，提高居民消费率。其次，企业发展的活力不断增强，实现利润和税收不断增加，全要素生产率稳步提升，产业链、供应链的稳定性、韧性和应变能力不断增强，吸纳就业的能力和国际竞争力不断提高。再次，产业结构优化升级不断取得新进展，数字化、智能化水平不断提升，优势产业进一步巩固拓展，瓶颈约束不断破除，短板弱项逐步补强。最后，可持续发展能力不断增强，不仅短期能保持合理的经济增长速度，而且能为长期发展储备后劲。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e\u003cstrong\u003e\u003c!--AIPOS_3--\u003e以全面深化改革释放经济增长巨大潜力\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e改革开�多年的经验充分证明，我国经济增长蕴藏的巨大潜力，只有通过改革开放才能释放出来。党的二十届三中全会《决定》，对未来一个时期的改革作出了全面部署。《建议》对“十五五”时期制约高质量发展的改革问题进一步提出要求。全面地、不折不扣地贯彻落实三中、四中全会精神，才能把当前我国经济发展潜藏的能量释放出来，实现经济的稳定增长。\u003c!--AI_AD_1001--\u003e\u003c/p\u003e\u003cp\u003e扩大居民消费，应当抓住带动力强的大宗商品。例如汽车和住房，需撤除影响居民购买的障碍。《建议》提出“完善促进消费制度机制，清理汽车、住房等消费不合理限制性措施，建立健全适应消费新业态新模式新场景的管理办法”，抓住了问题的关键。我国汽车产销量和出口量均已居世界第一位，但人均保有量却仅及美国的六分之一和日本的四分之一。中央文件早在几年前就提出推动汽车消费从购买管理向使用管理转变。二手车在省域市场之间的交易，仍存在车牌照的障碍。如果把汽车市场搞活，足以支持我国汽车产业��年内持续快速增长，并能拉动钢铁、化工、电子、立体停车场、金融保险等发展。我们要继续把汽车产业作为支柱产业，鼓励购买新能源汽车，为其发展创造良好的生态环境。与此同时，房地产业能够拉�多个相关产业部门的发展，对就业的关联性很强。恢复并保持房地产业的健康发展，对扩大内需具有至关重要的意义。鼓励改善性住房消费，把进城落户的农民工纳入保障房覆盖范围，完善\u003c!--SECURE_LINK_BEGIN_0--\u003e共有产权房\u003c!--SECURE_LINK_END_0--\u003e等政策。完善“保交楼”政策，尽快消除“烂尾楼”现象。推动城市更新行动，对老旧街区进行现代化改造，解决“城中村”问题，老旧住宅应加装电梯。建设综合管廊、海绵城市、口袋公园等，增强城市防洪抗灾能力，全面推进韧性安全城市建设，为居民提供宜居宜业的良好环境。老龄化社会已经到来，发展\u003c!--SECURE_LINK_BEGIN_1--\u003e银发经济\u003c!--SECURE_LINK_END_1--\u003e既是让老年人过一个幸福晚年的需要，也是扩大消费、增加就业的重要途径。《建议》提出：“健全养老事业和产业协同发展政策机制。优化基本养老服务供给，完善城乡养老服务网络，加强公共设施适老化和无障碍改造。发展医育、医养结合服务。推行长期护理保险，健全失能失智老年人照护体系，扩大康复护理、安宁疗护服务供给。”\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e民间投资的增长对我国经济发展具有重要影响。改革开放以来，民间投资从零起步，长期保持两位数的增长速度，2016年民间投资占全社会投资的比重上升�.4%的峰值。近些年来，民间投资增速下降，2024年全国民间投资增速为﹣0.1%，民间投资占全社会投资的比重下降�%以下。《建议》提出，“激发民间投资活力、提高民间投资比重”。今月，全国人大通过的《中华人民共和国民营经济促进法》，为民营经济发展提供了法律保障，为民间投资与国有投资一视同仁提供了政策支持，鼓励民营经济健康发展。民间投资增长速度恢复到正常水平，是激发经济增长活力的重要一环。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e把社会资金引导到构建现代化产业体系上来\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e近年来，我们在扩大内需上采取了一系列政策措施，取得了重要进展，但总需求不足的局面仍然没有根本改变。《建议》强调，“有效需求不足，国内大循环存在卡点堵点”。由于需求不足是长期积累的结果，解决起来难度较大，需要较长时间的努力。货币发行是需求的总闸门，出现总需求不足问题，主要是货币投放的增长速度不适应经济发展的需要，集中表现在居民消费价格指数（\u003c!--VERTICAL_CARD_BEGIN_1--\u003eCPI\u003c!--VERTICAL_CARD_END_1--\u003e）和工业生产者出厂价格指数（\u003c!--VERTICAL_CARD_BEGIN_2--\u003ePPI\u003c!--VERTICAL_CARD_END_2--\u003e）明显偏低。2024年，CPI和PPI分别𰹄.2%和﹣2.2%。由于市场低迷，企业拿到银行贷款后找不到好的投资项目，便以定期存款形式存回银行，央行将此种现象称为“空转”。2024年，狭义货币（M1）和广义货币（M2）的增长速度分别为﹣1.4%.3%，两者相.7个百分点。截�年末，我国M2总量已�.53万亿元，相当于有�万亿元资金以新增定期存款形式趴在银行账上获取利息，而M1总量的下降意味着活期存款和流通中的现金减少�多亿元。在这种情况下，应当发挥有效政府的作用。通过宏观政策引导，运用财政贴息、降税、补贴和发行企业债券等形式，把银行贷款和各类社会资金引导到国家发展战略所需要的投资方向上来，引导到构建现代化产业体系的投资项目上来。历史上，我们曾成功应�世�年代亚洲金融危机�年国际金融危机，都采用了这种办法。当前，出现需求不足、预期减弱问题，只要全党上下紧密团结在以习近平同志为核心的党中央周围，齐心协力，一定能够战胜困难，实现预期目标。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cdiv
